Statement on House Bill 6073 from The Alliance Policy and Advocacy Director, Owen Daniel-McCarter, Esq.
This morning, the House Human Services Committee approved House Bill 6073. This bill seeks to modernize our Vital Records Law to remove the “operation” requirement from our current statute.
The Alliance wants to thank and honor the three transgender constituents who spoke on behalf of thousands of transgender people across the state; Maya, Aeryn, and Alliance staff member, Elijah. It takes much courage and strength to testify about something as personal as our bodies and our transitions. We also want to thank our community partners including the ACLU of Illinois, Lambda Legal, Youth Outlook, PFLAG, PTI, Equality Illinois, and the many others who filed witness slips.
The future of this bill depended on approval of the House Human Services Committee. We are deeply grateful to the eight Representatives who voted in favor of this bill for their leadership, support and dedication to the rights of transgender people across our state: Sponsor Greg Harris (D) Chicago, Committee Chair Robyn Gabel (D) Evanston, Kelly Cassidy (D) Chicago, Litesa E. Together today, we moved one step closer to removing harmful barriers for transgender people born in Illinois so that the documentation needed to change the sex designation on an Illinois Birth Certificate is consistent with the Illinois Secretary of State’s Office, the Federal Department of State (U.S. Passport), the Social Security Administration, and with a growing number of other states.
